Neither of you sees the other again, and it is enforced by the database.
Block a member from their shop or from any of their posts. Neither of you will see the other's posts or comments, neither can message the other, and any follows between you are removed.
It is enforced in the database rather than in the app, so it holds whichever screen or device the other person tries.
Blocking is not the same as reporting. If someone has broken the rules, report them as well. Blocking only protects you.
